City Council Takes on Car Alarms--But Not Total Ban

At a June 11th hearing, the City Council Committee on the Environment will consider two bills restricting the use of car alarms. 

Liu

The first bill by Councilmember John Liu of Queens, Intro 194, bans the installation of audible car alarms in New York City. [ Read bill text]. 

 

Moskowitz

The second, a bill by Councilmember Moskowitz of Manhattan, Intro 448, allows a member of the public to phone in a complaint about a car whose alarm is sounding without having been touched and have a summons issued. Currently, a police officer must be present when an alarm sounds for longer than three minutes for a summons to be issued. [ Read bill text].

While T.A. welcomes the Council's interest in restricting this quality-of-life-destroying plague, we continue to believe that the simplest, most effective solution is a complete ban on audible car alarms. Read "Alarmingly Useless. The Case for Banning Car Alarms in New York City.

Big, Important, Public Truck Meeting

The NYC Department of Transportation and its consultant are holding a public kick-off meeting for a major new study of truck impacts. The study will result in new rules for trucks and new truck routes. This is your chance to tell the DOT about trucks in your neighborhood. Cops Get Fleet Week Right

Fleet Week came ashore on the West Side of Manhattan from Wednesday, May 21 to Tuesday, May 27. Tens of thousands of US Navy sailors and visitors flooded the USS Intrepid Museum, Passenger Ship Terminal and adjacent Hudson River Greenway.

This year, the NYPD set up a detour for greenway users so that the path remained open and passable throughout Fleet Week. The police used fences to barricade off the westernmost lane of Route 9A between 43rd and 48th Streets for through bicycle and pedestrian traffic.

This was a welcome change from the last two years of Fleet Week, when there was no detour for through greenway traffic and the huge Fleet Week crowds closed the greenway, forcing greenway users to walk and bike head-on into traffic on Route 9A.

Kudos to the NYPD for good planning and for providing a safe, traffic-free and uncongested greenway detour during this year's Fleet Week. However, the City still lacks official rules that require similar plans to be carried out during all special events and emergencies that affect greenways. Greenways are key pieces of transportation infrastructure, and the City needs to ensure that they remain open.
