At 2 o'clock in the afternoon on a Friday, Lucy Somrall was the only employee behind the counter at the "Sign-A-Rama" store on the corner of Stillwell and Neptune Avenues in Coney Island. That's fine for Sign-A-Rama, but the problem is Lucy is supposed to be working for the city.At 2 o'clock on a Friday, however, children are just getting out of school, and many will be crossing the street between Stillwell and Neptune Avenues."Today I'm like I don't even want to go back outside," Somrall joked while a CBS 2 camera rolled. The advocacy group Transportation Alternatives says Neptune and Stillwell is one of the most dangerous intersections in that neighborhood, with 15 people hit by cars from 1995-2004. Parents know it's not a safe crosswalk, and they're wondering why Somrall isn't outside doing her job and protecting the children. Many parents have said they've repeatedly complained about Somrall to the precinct and to the mayor's hotline, but to no avail.CBS 2 undercover cameras tracked Somrall's comings and goings off and on for over two months. She's supposed to work a five-hour day, but that's not what we saw.On December 8th, at the start of her shift at 12:15 the intersection was unmanned. At 2, it was still unattended and Somrall was inside Sign-A-Rama. At 2:38 -- 2 hours and 23 minutes -- into her shift she finally went to her post, but even there she still didn't really do her job.At 2:41 our cameras recorded her letting one teen cross by himself. At 2:42 she turned her back on three parents, left to cross alone. At 2:43 she ignored a mother with a baby carriage -- who almost got hit by a school bus, and at 2:44 another mother carrying a child crossed by herself. At 2:59, after 21 minutes of work, Somrall decided to take the first of several breaks. In fact, at 3:15 she left work for a total of 37 minutes.CBS 2's Marcia Kramer tried to speak to Somrall, who told Kramer to leave her alone.Crossing guards are hired, paid, and managed by the New York City Police Department, so how could this happen? We repeatedly called the crossing guard coordinator at the 60th precinct, but none of our calls were returned.CBS 2 has learned that the New York City Police Internal Affairs Unit has taken over the case and Somrall has reportedly been suspended for dereliction of duty. The investigation will continue, and CBS 2 will continue to monitor developments in the case.
