The site www.uncivilservants.org goes live March 15.The group argues that some city parking permit holders abuse their privileges, secure in the knowledge they will not be ticketed.Most parking permits allow free parking in designated areas while the driver is on official business. But the permits don't allow double parking, blocking fire hydrants or parking on sidewalks.
