Report: Police Escorts Could Speed Up City Buses

Idling motorists beware.Public transportation advocates are proposing police "sting operations" aboard city buses, with cops jumping off to issue tickets at the first sign of a car blocking the bus stop.The idea is the most colorful among several included in a City Council report Thursday on how to speed up what is often the slowest way to get around town."New York City has the slowest buses in the country," said Gene Russianoff of the Straphangers Campaign. "In many cases it is simply faster to walk."The report, issued by Councilwoman Gale Brewer (D-Manhattan), includes plans for pre-boarding fare collection at specially designed bus stops and rear-door boarding during rush hours.Manhattan buses certainly need help. The M34, which chugs along 34th Street, has been clocked at 3.4 miles per hour. The uptown M96 moves at 4.3 miles per hour. Both have won Pokey Awards, given to the city's slowest bus lines.Brewer hopes the proposals will inspire the MTA to make changes.The MTA has already been looking at ways to introduce a system called Bus Rapid Transit. Last year, it selected 15 possible corridors for improved bus service. They include First and Second avenues in Manhattan and Flatbush Avenue in Brooklyn.Those proposals include bus-only lanes painted in a distinctive color; traffic lights that sense a bus approaching and stay green; and smart card technology that could reduce the delay while passengers swipe their MetroCards.Advocates say the city has little choice but to speed up buses."New York's population is going to grow by one million people in the next decade," said Paul Steely White of Transportation Alternatives. "Everyone agrees we can't greatly expand the subway system. Just look at the costs involved in trying to build one under Second Avenue. Instead we need more transit performance out of the streets, and that means better, faster buses."
