T.A. Gives "A" Grade to 2001 Cycling Improvements

Next week, T.A. will issue "Making The Grade 2001: T.A.'s Fifth Annual Report On Bicycling in NYC." The report card awards an unprecedented "A" grade for improvements in the overall cycling environment in 2001. 

The report highlights the historic importance of the opening of full-time bicycle and pedestrian paths on all of the East River Bridges and the completion of the Hudson River Greenway south of 181st Street. These critical achievements were the biggest missing links in the City's cycling network. While lauding the improvements, the report card gave a higher, but still mediocre grade, of C+ to the overall cycling environment.

500 E-Bulletin Readers Join T.A. and 30 Fellow Groups Hailing "Metrocard Mayor"

Thank you to the 500 E-Bulletin readers who mailed the mayor to congratulate him for using the subway. The Mayor is said to have taken the subway to work all but one day since his inauguration. If he keeps it up for another month, he will have ridden the subway more than all of the mayors since WWII combined.

In related news, the Straphangers Campaign enlisted 30 groups to sign a letter thanking the mayor for riding the subway and urging him to get City Commissioners to use transit and to reduce parking permits for city employees.


City "Car Potatoes" Clog Lower Manhattan

NYC has issued an estimated 110,000 parking permits to City, State and Federal workers. About 76,000 are restricted to teachers around schools. Some 15,000 are far more generous, general purpose placards which allow parking almost anywhere at anytime. Of these, some 5,000 are used in Lower Manhattan. This deluge of parking permits has clogged downtown with official cars which are seriously slowing the pace of street reconstructions, creating traffic jams and interfering with pedestrians. 

It is rumored that City Hall wants to reduce the number of permits --- at least half of which are for the private cars of City workers (mainly law enforcement.) If this is true --- and T.A. hopes it is --- expect a political battle royale as the police and others dig in to protect their perceived entitlement. Indeed, to City workers, parking permits are a prime symbol of power and privilege that are zealously guarded. From a transportation perspective, they are an irrational abuse of scarce public street space. We urge Mayor Bloomberg to power past the pampered parking princes, particularly the police.


Car-Pool Rule Under Attack

The parking garage industry is aggressively lobbying the City to remove rules requiring motorists entering Manhattan on bridges and tunnels south of 63rd street from 6am to 10am to have at least two occupants. The Metropolitan Parking Association, said parking garages in Manhattan have seen business drop an average of 40% since 9/11, and blame the car-pool requirement. 

T.A. and other transit and environmental groups continue to strongly support the rule, and remain extremely skeptical of the garage owners assertion that the rule is to blame. One possible venue being explored by the City is using Federal disaster assistance to house the City cars clogging Lower Manhattan in private garages.

Rebuilding Downtown: Two Trains Forward, Thousands of Jobs Back

The good news is that thanks to the Daily News' Pete Donohue and the Straphangers Campaign, the WTC Stop of the E Train opened on Monday, January 28th. Other good news is that the Transit Authority says it will completely restore 1 train service downtown, and end limited service uptown, by November. Kudos to "Transit" for their amazing high-speed rebuilding program.

The bad news is that, according to the NY Times, three huge companies based in Manhattan -- Morgan Stanley (which had been the largest tenant in the World Trade Center), Goldman Sachs & Company, and Marsh & McLennan (whose headquarters were in the World Trade Center) - are planning huge moves to the suburbs. This will take thousands of jobs out of New York City. Meyers Mermel, chief executive of Tenantwise.com, a real estate company, estimates that 23,000 jobs went to the suburbs from downtown after Sept. 11 and that another 144,000 jobs are in jeopardy in a second wave of departures. The moves will take vast amounts of money out of the transit-oriented, land-efficient city, and direct it toward fueling additional suburban sprawl in the Hudson Valley and beyond.
