May/June 1994, p.4 Running Amok That madman you just saw careening by will probably get away with terrorizing pedestrians and cyclists for some time to come. A March 13 report confirms what Transportation Alternatives has been saying for the past year. Cab and livery drivers are free to break traffic laws with impunity. Emily Sacher, NY Newsday's industrious transportation reporter, documented the complete failure of the Taxi and limousine Commission (TLC), New York City Police Department and NY State Department of Motor Vehicles (DMV) to work together to stop dangerous cab and livery drivers. In 1993 the TLC revoked only 18 of 40,000 taxi licenses. Numerous cabbies with suspended or revoked licenses weren't even noticed because of the TLC's passivity and a lack of interest by the State legislature and City Council. T.A. has presented a detailed plan to State legislators interested in taxi reform and street safety. The plan recommends much better record keeping and information sharing between the DMV, police and TLC stronger penalties including mandatory license suspension for dangerous drivers, and making cab and livery owners responsible for their drivers' conduct See the next AF Press, or call T.A. for more information.
