A survey prompted by Chinatown residents found 99 illegally parked cars on sidewalks and in front of fire hydrants during a morning last month. The Transporation Alternatives survey released yesterday also found that between 9 and 10 a.m. on March 29, more than 90 of the cars had parking placards for free parking in legal spots for official business.
