City-issued laminated placards, the golden tickets that let municipal employees park almost anywhere, came under fire on two fronts yesterday.

The public transit advocacy group Transportation Alternatives announced a new initiative to seek information from each agency that uses the placards, to determine how many are issued, and the guidelines for their proper use.

They also launched a Web-site, www.uncivilservants.org, that allows the public to post photos of illegally parked vehicles.

Meanwhile, the City Council is calling on the city to clear up confusing parking regulations for the unfortunate permit-less masses.

In response to complaints from residents and business owners who have been ticketed after parking in spots where the rules are unclear or contradictory, Councilman John Liu (D-Queens), chairman of the Council's Transportation Committee, introduced legislation to mandate that the city's Department of Transportation post all parking regulations online, in a format searchable by each block.

A spokesman for the city's Department of Transportation said the agency will review Liu's proposal, but "we do not comment on legislation until it comes before a Council committee for consideration."
